Hey mate, with the bug out bag, id say go with the first one... its going to be very hard if the second back is full to capacity 55L, which is 55kg to run around and to do stuff with... though the first one sorta might limit you to what you want to take, which is in fact a good thing.

You should go with the second bag because if you have a mini bag and base camp you can risk the extra weight.

Hmm... Thanks for the contributions guys. Maybe both is a good idea - you know - Keep the large one in my main vehicle or somethings. I will keep both your ideas in mind.
