Yes, when the manity is brought to the knees of extinction, the world will be cast away into total and complete darkness in terms of comunication, order, and civilization.

Those who have seen the threat for what it is will have either gone into hiding (one of the smartest things to do) or gone out to handle Zombies on their own.
