Get a gas mask, as many supplies, weapons and people as you can, and go to the trash dump. There, hook up heat-driven machines to the methane burners. Usefully clear the land, and voila! A raised stronghold in an area with constant illumination, in a rainy area, with a beacon, electricity, and close to town. Plus, you wouldn't believe the stuff some people throw away!
