Class 3 and 4 outbreaks, as well as larger disasters such as complete financial collapse, require more preparation, longer self-sufficiency and greater foresight than Class 1 and 2. For a Class 3, you might need to survive months or years before society returns to anything like it's previous state. In a Class 4, it might never do so in your lifetime. To survive, you need to learn to provide for yourself.
