I think it's wrong ideology to destroy life in order to gain control over someone else. It just shows how incompetent and power-hungry you are.

I agree that number 2 will be very possible, and could be a key step into re-establishing modern day society. Only the most successful and powerful raiders groups will manage to accomplish it though. The system of government established would obviously be some form of totalarianism, most likely a dictatorship or possibly an oligarchy. Their rule would largely be based on fear and control of the people under them, allowing few personal freedoms. A very smart or clever dictator could start to brainwash some sort of religion or cause into their subjects in order to establish a fuller control over them, then they have an army of willing and obidient zealots under their command. A situation like this would only be able to take place after a considerable number of decades though...

Forms of government could also be established through close trading relationships or alliances which would likely be more along the lines of a confederation which could then possibly evolve into a more powerful federation or unitary republic. Government systems that are established in this manner would likely be much more democratic in nature.

Seems like governments after the Z-poc will have a sort of Sparta vs. Athens kinda thing going on eh?
