So the skin job threat is over… Every last God(s) damned skin job is DEAD, the cure has been found, a painless and easy-to-administer vaccine has been found, the source of the cross-infection has been identified and its natural environment eradicated, and the threat of the skin job is DEAD. Really, DEAD.
¿Now what?
Now we must turn our eye to rebuilding our shattered society (such as it is)…
The first step may be rebuilding a few select cities (probably limited-purpose cities, meant to support the agricultural sites around the city), but an even MORE critical first step is making babies- As many as possible, as fast as possible.
Consequently, we must record every piece of fertility data that we can find before the Skin Job Apocalypse, so that when the Skin Job Holocaust finally arrives, and humanity has recovered, we can repopulated the earth.
A few things can be safely assumed:
That two people, of opposite sex, and not possessing a common ancestor closer than 5 generations back, can safely breed- Any closer than that risks the creation of a genetic inferior of grand proportions. (though scientifically you only have to go back 3 generations, one would be poorly profited to fail to create a safety gap- hence, while 5 generations is acceptable, 6 would be preferable.)
That the State, for a time, might well be arbitrators of breeding rights; Probably by village elders or some other local administratorship, breeding rights will be strictly enforced to create genetically viable offspring. This may only last a few dozen generations, or it may last hundreds of generations. Such administration will be supported by a computerized, automated system.
Genetic manipulation will be impossible for many generations. There simply won’t be enough people to successfully manipulate genes for many years to come, until the gene pool is at very least stabilized.
