From the way you type, I determine your age to be between 13 and 16. Let me know if I'm right. =)

Your BOB is a very good start, and it seems like you have all the basics, so let me start with my constructive criticism:

15lbs in rope! Thats more than half my entire BOB put together. It isn't necessary. Get some nylon rope or paracord if it's in the budget.
You mentioned several small tents; also largely unnecessary.
Ditch one of the fishing poles, and pack an extra roll of line.
Shooting under pressure is nothing like at the range. Imagine someone shouting in your ear while you are trying to hit the target, then factor in fear, anger, and other emotions.
For easy fire starting, get some cotton balls and soak them in petroleum jelly, then put them in a zip-lock bag. These little things never cease to amaze me.
You should always keep a little food in your bag, even it's just a can of beans or a box of Jello. Just make sure it has lots of calories.
WATER!!! Two water bottles is simply not enough. This is your #1 priority.

I don't think I missed too much, just remember that your BOB needs to be light enough to carry while walking long distances. This generally means 10-20% of your body weight. I'm gonna take a guess for you and say that yours should weigh between 12 and 25lbs. I don't count guns in my estimate, but ammo is included.

I just skimmed over your plan, and:
If you can get a couple of barges together like in your plan, GREAT, and by all means do it. Take everything you want or need. Your BOB should be kept separate and ready to go if there is no time for your plan. It is your final lifeline.
