My Zombie City Plan
Spects: Town is small and has a population of probally less than 5,000 at most, very hilly and mountainous terrain and really only 2 ways by road in and a unknown paths on foot.

Government: A town council where every member is elected to the council. The council consists of the head of security, the lead engineer, 2 military officers, 2 civilian officers, two agricultural representatives, one for the industrial workers, and a representative from each district of the town. Each Council member can be vote down by the people as long as two other council members agree that the member needs to step down. The council elections are that the district rep. is voted on by their district in a majority vote. While the agricultural reps are voted on by a majority vote by all farmers (work on farm full time, not gardeners) they are chosen as the second and first person is majority. The security, engineer, and civilian officers are voted by the whole town. The two military officers are the two highest ranking officers not voted on they are appointed by the civilian officers. The civilian officers title mayor and adviser, the mayor has authority over military but the generals do have a say in the matter. While the adviser has the job of management over the public works and communal projects while being private business voice in the council. Also a science officer appointed by the mayor and approved by the council (Majority) The guidelines for council members are 1. No private business deals or ventures 2. No criminal activities of any kind

Economy: The currency of the city is metal coins that have a number on determining the value of the coin called dollars. Each coin is marked on the sides with a special tool locked up each night and is always accounted for. The money's value is in hours of work and all goods and services are sold with the coins. Everyone is free to do what they want on their off time. Two economical routes are to have hobbies and businesses that you can sell your trade ex. a garden where you sell food from. Every Saturday is trade day where tents are erected for merchants to sell their crafts. The city sells tent space to businesses but the max is six spaces and the first time sellers gets a tent free. The tent day is guarded severely by the security force. Overtime is where you work at your employment past your shift and you are paid three times as much. So one hour of work equals three hours of pay. All private business and hobbies must be approved by the council (majority vote). Any item coming in to the city is disinfected and tagged to show it is legal. From the sale of tent space use 20% goes to business loans to people with good ideas for stores but no income to pay for it and charge rent, 10% goes to the lottery which 2 dollars to buy a ticket to, the other 70% goes to saving for assault comp( pay when someone on the raiding teams gets injuried. Wages (civilian comp of 50 dollars a week) · Council member: 235 dollars a week · Farmer: 4 dollars per hour · Security/Defense:3.5 per hour · Head of Security: every two weeks gets a 20 dollars bonus Assault member: 3 dollar for allowance 40 dollar for each successful raid. If killed give family 400 dollar comp. · Raid commander 4 dollar allowance and 80 dollar for each successful raid. If killed give family 400 dollar comp. · Factory worker: 4 dollar an hour · Public service: 3 dollar an hour · Medical: 220 a week
List of prices for city store (IGA) to shop in IGA you must be working in some city program · Food: Free Limited to super nutritious foods · Water: 3 gallons per household for a week · Alcohol: 5 dollars a bottle · Books: 2 books for a dollar · Paintings: 3 dollars · Luxury items (outside and unneeded to survive) depending on item. · Beef: 2.5 dollars · Vegetables:1 dollar · Dairy: 1.5 dollars · Fruit: 1 dollar · Grains: 1 dollar · Building supplies not sold unless permitted by the council · Utilities equipment if available will be sold to the highest bidder but that bidder is recorded and can not buy another device for the same purpose. The utility item is only sold if the city has enough plus one back up. · Transport(wheeled man-powered): 50 dollars
Public industires: Food, Weapons, Fuel, Raiding, Medical, and all equipment need for survival.
Housing: anyone living inside the safety zone is asked to open their home to people who are displaced they are given a few benefits as wells as a 1 hour rent per person but people will not be forced to take people in. Everyone must be properly feed and cared to in terms of a bed or sleeping area and bath. Owner can ask the security to make a bad renter leave but they can not kick them out themselves. Several buildings will be modified to serve as many as they can. Food and water will be free and all that can be done for them is. The buildings in mind are the old college, city hall, apartments. Churches will be encouraged to help the homeless as well. Any empty lots not used by public or private businesses can be bought price is determined by proximity to HQ which makes it go up and to wall which makes it go down. Base price 500 dollars and for every 4 feet HQ it goes up 50 dollar and for every 2 feet closer to a wall it loses 50

Communication: There will be a dedicated radio listening station in the begining and later once defenses are at a strong enough level to hold off human attacks we will start an informative broadcast. The listeners will mostly be injuried and handicaps that can't work in other areas. There will also be a giant dashboard for displaying any major news for everyone to see. If able there will be a broadcast for info of major importants like attacks.

Military: The two generals are referred to as defense general and assault general each with their own specially designed armies. Under them is their second in commands for the assault general there is the raid commander the head authority on the ground. While for the defense commander their second in command is the head of security. Also for each wall there is a commander there that is responsible for the safety and security on that wall. The assault force is broken down into three man squads with a squad leader who reports to the section command who commands up to four squads in an area. Its purpose is to plan and prioritize items of need and coordinate the squads. The section commanders report to raid commander who coordinates the whole attack. Raiders can not go private looting. The raiders’ priority list is… 1. Medical supplies/ equipment 2. food and water 3. working equipment 4. Intel on world situation 5. Entertainment items 6. Luxury items The return home is delayed just outside of town where the teams are screened for disease and sit tight for a few days to see if any infections arise if they do they are then quarantined are treated if possible. The team comes back home after that. The defense teams are one switched on this ratio, the wall must have 3 soldiers for every 30 feet of wall and is patrolled 24 hours a day. Any event near the borders is to be reported back to HQ.
Lingo for events over radio to HQ… · Zack on the prowl: Zombie in sight · Incoming Zack: Zombie attacking · Rob’s calling: Someone is out side trying to communicate · Rob’s knocking: Someone asking to come in. · Viper in the grass: Barbarians on in sight · Viper with fangs: Barbarians with guns · Viper prone: Barbarian is charging the gates. · Viper hissing: Barbarian demanding talks · Big daddy calling: US government communicating · Big daddy knocking: US government asking to come in With Vipers the assault force moves to that side to help if the barbarian’s are un-armed if they are armed they take position around the city, hide all supplies, abandoned the wall with it open and let the barbarians in an ambush them or let them pass. With big daddy the council is called to assess and talk with them. Zack on the prowl don’t fire. Zack incoming you fire if they get in 5 feet of the wall.

Assault strategies
  • squad moves
    • the knock and drop: one knocks on the door and if contact is made with Z aka a moan the other two aim their guns and the knocker opens the door and the two open fire for a spray effect.
    • triangle stances: when surrounded the team forms a triangle and fires till they see opening to escape.
    • Back up man: When entering a house leave someone outside as back-up.
    • Spear point: triangle, all in a V formation and move forward.
    • Swep and clean: Assult rifle team first and sweps the streets of zombies and a second team with close quarter weapons goes into buildings.
    • Reaper mission: Go in with long rang weapons and shot zombies.
    • wall: all standing in a row like a firring squad

  • Lingo for missions:
    • Shopping: assault for supplies
    • Dead man run: assault for whatever where those involve don't come back unless successful.
    • Hunting: Fight to lower zombie pop.
    • Rescue: save someone
Security: The head of securities duties are to enforce the laws of the town. Their police force is deployed by district with each district captain reporting to central command. The police arrest and if convicted they administer the punishment. They are armed with private guns and a city issued crossbow and blade. Have access to custom transport.

Crime and Punishment
  • Murder: Hang the offender and leave body for the rest of the day.
  • Rape: Exile from city
  • Intentional sabotage of vital equipment: Hanging
  • Assault: Whipped number to be determined by severity of attack
  • Hoarding: Extreme fine and if their home is not a communal home then they are forced into it. If they have a communal home then the fine is less server but they are forced to stand in front of town hall and wear a sign the says “ I hoarded (insert what they hoarded)” all day. Hoarding is defined as keeping supplies from the outside that is not bought through the stores.
  • Counterfeiting: being locked in the vice for two days in public with sign stating what they did, the melting of all counterfeit coins, and then the counterfeiter is put to work for half pay for the next 6 months.
  • Private business is run un-safely: the business is destroyed and the owner is fined if deaths are involved the owner is tried for murder if convicted they are killed if they are determined free of responsibility then they are whipped 40 times for manslaughter.
  • Vandalism: put in jail for the night and is put to work in the factory for 6 months with no pay.
  • Drinking on the job: If deaths are involved then they are tried for murder if convicted they are killed if not they are fired from their current job and put on a recycling crew.
  • Instigating a riot or rebellion: If caught before attempt they are lashed severely, if attempt is made then they are hung
  • Joining or helping a riot or rebellion: Lashed severely
  • Assassinating or attempting to assassination of a council member: Hanging
  • Disobeying curfew: Minors are sent home with a warning then fine, unless they have a good reason for being out. Adults will be put in to jail for night.
  • Bringing in loot for private sale: the return of the item and banned from raids and put to work on defense.
  • Endangering the town on purpose by any means: Hanged
Quarantine procedure: Sealed off area of medical area kept cold temperature where any and all precautions are taken. Last resort quick painless death then burning.

Entertainment

  • Monthly sports tournament: All groups have teams a certificate is the trophy.
  • Bar/ Pool room use bartender as a spy for council
  • Lottery
  • BB gun target practice
  • Zombie carnivals later, have a lot of zombie joke games in the carnival.
  • Zombie rides: bravery tester, shot the zombie, survival house were zombies are chained but hiding.
  • Church events

Education Education in the schools will be the same as usual but with extra classes for zombie defense the changes are depicted below.
  • There will be drills for barbarians and zombie attacks
  • At 5th grade the students are introduced to zombie confrontation and a defense officer and a raid officer come in like a career day to educate on self defense (non-weapons) main purpose to teach no fear and to educate on Zack
  • Middle school: zombie biology and zombie combat is taught to the students for training think biology and gym with guns.
  • High school will have electives dedicated to zombie studies (combat, science, biology)
  • Also there will be a scientific fair every month where people can suggest ideas on all aspects of survival. Science officer approves five winners to be shown to the council for suggestion
  • Then there are classes for adults to learn more if they wish. Like training for any jobs needed in the fight(medic, survivalist, zombie-experimenter,..."
Burials: All bodies will be cremated and if the person wants to if their infected they can give their body to science.

Religion: All churches in the safe zone will be asked to do any public services they can, but more importantly they need to separate the devil and zombies completely, they need to stop cults before they start, no in of the world sermons relating to the zombies as a sign.

Actual Defense: Walls will be erected from metal cannibalized from cars and other metal structures. They will be erected in chock points entering the town. The town is surrounded by hills that zombies will have a tough time getting over. Each wall will have defence teams covering it 24-hours in shifts. Next there will be teams patrolling the areas of concern (places where Zack could get through) also in areas of concern we will have people in hunting stands on towers on guard 24 hours in shifts to call in big attacks and take out little ones with silent weapons from tower. A defence system i developed would be 4 foot tall curved blocks that have pieces of steel sticking out to be laded out in front of walls and areas of concern to delay or stale zombies for snipers to get a lock on them. The raid teams will be on call to surge to calls of aid from the scouts as concern spots.

Sanitation: Outhouses will be used for restrooms and everyone asked to empty them to public bins to be moved to the farms for fertilizer.

Utilities: Water will be provived by creeks and a lake near by but all water will be filitered before given to the public. Electricty will be thorough human dyanamos or solar if i can buy some.

I know the appeal of the idea of using human waste as a fertilizer and it is used in a lot of third world countries they call it night soil. The problem with using night soil is that it spreads viruses such as ecoli and all manners of parasites. I would recommend using live stock waste if absolutely necessary but artificial fertilizers would work better and I would digest the waste for methane energy supplements. Otherwise I like the plan. How would you overthrow the democracy that quickly follows disaster?

The Plan is well thought out, but getting started would be your problem. With undead everywhere and wanting to occupy a city. You would need a massive military force to go in and kill everything in site. But with that there is the risk of someone getting infected and and of spreading. 1 becomes 2, 2 becomes 4, 4 become 8, 16 become 32, and so on and so forth.

There is another way of removing the infected in a large city, but that's bombing the entire area and than sending in a clean up team to kill anything in site. But the city will be in rubble and it would take years to rebuild.

Your safest bet would be to take a small community of people and find a small abandon town, build a wall around the town using steel, concrete, and brick. Start small and work your way up, and pray the those things never get smarter. LOL
