Introduction

As I write this report I can't help but notice a severe lack of efficient administrative control over "Operation Hammerhead." Fundamental concepts necessary to wage any operation have been bypassed and I now fear disastrous results, economically, diplomatically and strategically for the town of Beacon.

Operational Analysis
Twenty four hours prior to the writing of this report a size-able convoy left Beacon tasked with acquiring "ammunition and gun making equipment." At this time I fully supported the operation. The necessity for defence against the increasingly organised raiders was vital to our continued survival.

However, at present I fear that our goal will present us with many problems in both the short and long term.

Operational Criticism
Recently, the operation has led me to the conclusion that what has been attempted is ridiculous. We have received reports of mass amounts of shooting and radio calls declaring wounded. We are in no position to fight a war of attrition, nor do we have the medical supplies necessary (to my knowledge) to operate any large scale recovery programme.

Potential Economic Implications
In the short term we will have squandered vast quantities of ammunition for a campaign which we are not sure will even reap results.

In terms of human resources; manpower is currently, virtually irreplaceable.

Potential Strategic Implications
Strategically our "War Convoy" approach is completely anachronistic with regards to our current problems. It can only serve to alert more raiders to our presence. I am anticipating a 200% increase in sniper attacks on our base over the coming weeks following this operation, with a casualty percentage of equal alarm.

Potential Diplomatic Implications
Finally, How can we expect to come across as a peaceful force if we are acting akin to the very men we are fighting.nail a raider to a tree we become what we are so desperately trying to destroy.

Conclusion
In conclusion, I believe that in future operations need to be better planned with the implications taken into account. Every time we choose the bullet over the brain, every time we choose confrontation over negotiation and every time we nail a raider to a tree we are becoming more like what we strive to destroy.
