The outbreak happened four years ago. After a year of struggling to survive you eventually managed to rally a large group of survivors and have founded a new city of two hundred and fifty men, women and children in a secured housing estate. After a year of difficult work you and your colleagues managed to construct a high fence around to keep the numerous shambling zombies out.
Key Locations in Your City:
-The White House. A whitewashed house were you reside and run the day to day affairs of your city. You regularly meet with your Council here.
-Sandyway Terrace houses. Too draughty and broken to live in; these houses are regularly scavenged for resources such as wood, bricks and salvageable furnishings. The basements of these houses are also used as storage of wood and coal in Winter months.
-Primrose Grange houses. When you arrived at the city it was only you and twenty other people. You decided to take the upper class detached three story houses as your accommodation over the nearby terrace houses. These houses are in the middle of the city now and house your closest government advisers, family and friends from the original city founders.

-The general terraces. Most of the houses you have reclaimed so far have been low end council housing. Following the rapid growth of your city in years three and four many new residents have been forced to move into these rough, ugly houses.

-The “Grab n' Go” Corner Shop. Once a small family run shop it is now used as a place were people can barter. It is also used by your government to distribute the limited food and water as fairly as possible using rationing.

-The Farm Outside of your city, roughly twenty-five minutes by car, there is a large area of countryside you have converted into farm land in Year 3. They come under regular zombie attacks and an average of two farmers die a month.

Power and Control:
-The Militia
Essentially a team of thirty men armed with rifles. The militia are directly under your control as commander in chief of the militia. In the past you have used these to plug breaches in the outer wall. They have proved extremely effective against zombies and have grown accustomed to fighting them. However, a year ago an attack by armed raiders saw the kidnapping of three women and a loss of two trucks. The militia were unable to adapt their tactics and proved completely ineffective.
-The City Council A team composed of: you, four close advisers from Primrose Grange and two elected civilians from the general terraces. The purpose of this organization is to write laws for the city. It used to be just a five man council, but calls for greater representation have led to two posts elected annually. The two elected representatives vote against absolutely everything. Which is OK, because you just need a simple majority to pass your laws!
-The Police Force Two officers, they were partners before the outbreak and apply the law as well as they did before the outbreak. Recently they took three youths under their wing as deputies. They are a fairly independent, occasionally choosing not to give the 3 day jail term for spitting gum in the street.
-Maintenance TeamA team of fifty of so individuals under control of your second in command, another survivor from Primrose Grange. They clean the streets, empty the toilets (no flushing now...), repair the walls, are the butt of the jokes and are the pioneers of the city's expansion.
-The Farmers
The farmers compose 40 or so people who tend the vast farmland outside the city. Absence of machinery and cultivation techniques has led to a mass increase in the amount of manpower required to run the farm.
Economy:
Each sector of the economy is analysed and who controls it is highlighted with the words "Council" or "Private." You have more control over Council ones.
Primary Sector
Agriculture is strong with an upward trend over the past five years. (COUNCIL)Forestry is a very weak industry employing two men and has not grown in output for 3 years. (PRIVATE)Mining and Fishing are non-existent.
Secondary Sector
Wood work is a limited business employing 4 to 6 people depending on demand. It has grown by an average of 1 person a year. (COUNCIL)
Food and cooking is a fairly strong industry, it employs around 15 people. (COUNCIL)
Clothing, knitwear etc. There are 4 people consistently employed in production of clothes. This number has grown slowly and appears that it will continue to grow. (PRIVATE)
Tertiary Sector Health care is a small business owing employment to three people. (PRIVATE)
Defence is organised by the Militia which has grown in proportion to the population. Currently it employs thirty people. (COUNCIL)Finance is run by a central bank operated by the Council. Around 10 people are employed in the running of the market. Most commodities are sold and bought on sanctioned ration tickets. (COUNCIL)
The Maintenance Team is employs 50 or so individuals and has grown massively in the past two years. Generally people who are unemployed are drafted into the Maintenance Team. (COUNCIL)
The Police force is comprised of two officers and three deputies. The force is small, but efforts are being made to grow it. The Police Force is independent, funding is provided by the Council though. (PRIVATE, but financed entirely by COUNCIL)
Quaternary Sector Education is a fairly strong sector. 20 people are employed teaching the 28 or so children in a range of subjects and trades. Subjects are taught privately, Trades like farming and wood work are taught by the Council. (COUNCIL and PRIVATE)
There are currently no research or development aspects of the economy.
Quinary Sector
There is a small library employing a single person which opened last year. (COUNCIL)
Food
You currently produce 95% of the required food, the shortfall is made up through scavenging and limited hunting. Citizens are given ration tokens depending upon their career:
A farmer earns 11 tokens a day.
A private employee charges independent rates these average at 4-5 per day due to low demand.
Council Teachers earn 8 tokens daily.
Private Teachers earn between 2 and 10 tokens daily depending upon what they teach.
The poorest will often have their incomes supplemented by the state. Maintenance teams are given 6 tokens daily.
Unemployed are given 4 tokens daily.
Council members earn 15 tokens daily.
A reference point: A bowl of stew is between 4 and 6 tokens depending upon harvests.A can of food varies between 2 and 5 tokens depending on supply levels.
There is a flat rate scheme available to help the very poor. The food available on this scheme is often gruel, porridge etc. and has been given a fixed cost of 2 tokens. You guaranteed your populace this scheme would be in place for 3 more years.Armoury
At present you have:
an estimated 20-60 pistols and revolvers of various varieties with an estimated 400-600 rounds.
12 shotguns of various types with 400 shells.
30 rifles (10 of which are automatic) with 1200 rounds of ammunition.
A scavenged machine gun from an abandoned military truck with 50ish rounds left.
The pistols and revolvers are privately owned and many are civilians do not declare their ownership of firearms. It is difficult to determine how many of them have access to small arms.
Diplomacy and Factions
Raiders – The raiders are hostile and have grown more vicious in their attacks in recent months. They are armed with automatic weaponry, however they seem to lack the numbers to conquer your city. Estimated number of raiders: 10-20.
Adonias' Cartel – A Mexican family drug cartel who have gladly supplied certain substances to several people in your city in exchange for various trade items. Whilst not directly attacking or harming your people you have noticed that crime rates have gone up along with medical bills. The lack of any law regarding drug usage makes it a confused issue over which the community is deeply divided. Estimated population of the Cartel: 5 known members, there must be many more who farm and produce the substances. Bayside Springs – A small town, much like your own two years ago. They are a small community whom largely rely upon fishing and hunting. About 15% of their community are Native American Indians. They seem to lack any rigid command structure, however a woman by the name of Brigitta Sterling has spoken with you in the past. Their community is an hours drive to the East, the route is dangerous though as the main road is still blocked by abandoned cars and the zombies have not yet been cleared from the surrounding area. Estimated population of Bayside Springs: 80-90.
New Dawn Federation – A large town previously named Dawn. The town is run by an aggressively expansionist committee who have absorbed three smaller communities last year. It appears they have paused to consolidate their gains. Their territory is about 5 hours drive North West of your current location. Estimated population of New Dawn: 200-300 and an unknown number of people brought into the New Dawn Federation following the expansions.
The Independent Trader's Union (ITU) – A weak organisation, its members rarely act coherently. The trader's union was created with three goals in mind: - The reorganisation of the new world economy. With all items so easily available through scavenging the market forces could no longer be relied upon and the manufacturing sector had nigh collapsed.
- The creation of safe trade routes between settlements.
- The protection of small trader's interests against the multitude of growing power bases.
They have a central trading post for all trade across the continent four hours drive West of your city. Estimated members of the Independent Trader's Union: at least 50.
Raven's Peak - A small community of survivalists who banded together and run a ranch stretching across 60 acres of land. Despite having an economy entirely dedicated to agriculture they are extremely well armed and have managed to completely destroy two medium sized hordes. They are located directly been your city and the New Dawn Federation. Estimated population is: 30-45.
Issues
There are six main issues you should attempt to address:
1.)Fourteen months ago your closest ally, Max Headroom, leader of a city named Dawn was overthrown in a violent revolution. You have not yet attempted to make contact with the new government.
2.)Three months ago a letter was delivered by an independent trader. It was from Raven's Peak, they offered to remove a known gang of raiders nearby in exchange for much needed ammunition. You have not acted upon this letter yet. (View offer here)
3.)A fortnight ago Bayside Springs requested aid in neutralising a horde of 500 or so zombies gathering around an abandoned mall. Bayside Springs have told you they intend to use the mall as a secure residence. In exchange for your help they are offering to supply you with 20% of your camp's food needs in fish and various game. You have not yet replied to Bayside Springs.
4.)A week ago 30 or so people in your city have begun camping in tents outside the Primrose Grange housing. They are obstructing the main pathways in the city and calling for the resignation of you and your council. More recently they have taken to calling themselves the Preoccupy Movement and are determined to use obstructionist tactics to prevent your city from functioning.
5.)Two days ago you awoke to discover the health care, education, forestry and knitting businesses have shut down in a general strike which you believe to be influenced by the ITU. The striking traders demand that a solution is designed to stabilise market forces and make manufacturing once again worthwhile. The farmers have also unionised and are demanding a 35% rise in the amount of food they can keep due to dangerous working conditions.
6.)The scheme you introduced for cheap porridge is proving difficult to uphold. Originally you were trading with the Raven's Peak survivors, you gave 20lbs of fresh tomatoes, carrots and parsnips in exchange for 22lbs of corn and wheat. However, recently the enlarged New Dawn Federation has offered a better deal to Raven's Peak traders thanks to the relatively zombie free road connecting the communities. You have had to up the offer on the trade deal (You are now giving 21lbs and receiving 20lbs. and have reached a point where it is debatable whether you are wasting resources in this trade deal. If you keep the trade deal you can expect food supplies to drop to 90% by the end of the month and 85% by the start of Winter which will mean more scavenging and hunting will be needed. However, if you choose to cancel the trade deal you will lose the cheap, long lasting porridge etc. from trade and the average price of all food will increase 25%-33%.
