In land of the dead it was both reflex and a way to communicate
true most of the brain of a zombie is dead but part of it remains alive the part that lets it move
Also it is not that zombies learn but sometimes they remeber who they once were dawn of the dead orignal the pilot once he turned he led the zombies to where the humans were hiding
In Day of the dead orignal Bud rembered how to use a gun, shave, talk on the phone, he could talk because his throat wasn't ripped out
I think zombies can communicate and work together just not as well as the living

There may be a build up of gas in the zombie for a short time
when the gas is released vibrating the vocal cords thus causes a grown or moan
as a body decomposes it dose so from the inside out this in part is why corpses are imbombed to preserve and prevent explosion
