Vampirejediknight's Set-Up
This may change once I give it more thought, but here's my first basic idea.
The Militia:
I agree completely with SGTGerman on this.
"The Militia plays a vital part in my society. It is already capable of taking on zeds, but with my training it will be able to take on raiders far better with effective infantry tactics. A uniform will also be introduced, even if it is an arm band with "Miltia" on it. Foot drill, a national anthem and other typical army features will be included.
It will also be compulsory. This is not ideal in my society . . . but due to limited numbers there will be conscription."
Council: Keep it as it is for now.
Police: Seems fine as it is for now, but they need an insignia of some sort such as a badge. . .
Economy: I'd like to change a few things here. I wish to:
1. Privatize Finance. A free market rather than a central bank will enourage aggressive policies and hard work, hopefully expanding our finance and allowing more freedom for the people.
2. Militarize Education. Add a mandatory ROTC-like class to the education system and make students graduating whatever the standard final education form is to go through basic militia training but not force them to actively serve.
3. Eliminate Unemployment. Those not practicing any sort of trade will be conscripted into the military occupationally.
4. Alter the Duties of the Police Force. I want to license commandeering; if I'm funding it, I want to able to take control in emergencies. Also, I want to instate the police force as Reserve Militia and supply them with shotguns.
5. Control the Clothing Industry. I want this to be operated by the Council, for the most part. That way I can have them create uniforms, flags, etc. as needed, among other purposes which will be discussed later. . .

The Three Most Likely Archetypes

The series basically discusses the three most likely archetypes, in my mind: Living ragers, dead ragers, and moaners/shamblers, in order from most to least likely. I have written all but the latter, which will be composed and published tomorrow. VampireJediKnight is also in the process of including tactics that can be used against such archetypes, which will be placed under its corresponding archetype page.

Little-Known Problem with Fully Automatic Fire
Except me of course, ive been knowing this for several years now. *rolls eyes at vampirejediknight* more like the "typical civilan" didn't know all that. =P Full auto weapons also tend to jam from time to time espcially when they're not cleaned on a regular basis. (like machine guns for instance)

"'Tis the Season" to benefit humans
Like vampirejediknight, I'm in the south, where some years we do not get winter (this year), though I might be a tad up from him, as we do get snow most years and have seen a foot of it on more than one occasion (not just the blizzard of '93).
Our hot, humid summers will be a drag - as they suck the energy out of you. There are normally a week or two in summer where it is too hot to work most of the day (early morning or late evening only).
Like most of the south, we have a nice long growing season, but we always risk drought in the Fall and depend on tropical systems to relieve us (hurricanes, tropical storms, etc - to push in rain from the coast or swing it up from the gulf).
Zed would pretty much be a 12 month afair for us, but it never gets cold enough kill so long as you are dry and have enough blankets (we usually only have 4-5 days a year where the high temp is below freezing).
If you have watched The Walking Dead, you have seen what summers in the south look like (they film in south Georgia during the summer, which is why they are always sweating buckets).

alcohol and other substances
I disagree Vampirejediknight, alchol is a good way to preserve calories that would otherwise go bad within in a couple days. Beer is basically liquid bread, wine is loaded with calories. If the raw material were left to their own devices they would rot within a week, but with controled fermintation they can be stored for much longer periods of time. I keep my wine for about a year and it is still good. Now if you get falling down pissed on a regular basis then your screwed. But think of it as Darwin's little joke.

Scenario: Valuable members doing bad things
"I like Pedro's comments on TR's comment. Also, I like what jesse just said above. It's an extreme situation.
Also, finally hitting some SOB one good time can releive a lot of stress.
I agree with Timberrattler and Carnack that it should be a matter of law; I'd prefer it including trial by a diverse joury and an appointed executioner to choose and carry out a discreet and fitting punishment. Nothing like the old "unfortuneatley shot in a hunting accident" or "took his own life after being convicted."
Anything violent will make you look like a maniac. If there's one thing we can learn from history, it's that force and exreme violence never kept anyone in power. Like Timber said, make it quick and quiet." I like vampirejediknight's comments on Pedro's comments on....Wait a minute.
Everyone will have thier own personal convictions on this subject. It doesn't make one person right and the other wrong.
I still believe that a public spectacle of torture or excecution isn't a good idea. Many do. I understand the neccesity of it to an extent.
If you're killing a homeless vagabond that nobody really knew it wouldn't be as problamatic as killing a member of your group's family, like someone's father, grandmother, son, ect...They'll most likely not believe their loved one commited this act.
Vengance might be a dish served cold on a scaving run months latter when you least expect it if you put someone's loved one through a torturous death in front of everyone.
