most of you have it wrong, a zombie cannot 'want' to eat your brains that would imply thinking.

Any enemy, or nonfriendly force that poses a threat to general survival and livelyhood after major natural disaster or attack that rends Society defunct and in a state of anarchy.

Any reason?
It has been said that a possible reason for a disaster of this nature to occur is a weaponized virus.
Can you think of any logical reasons for a bioweapon to create slow, Shuffling zombies?
Here are a few off the top of my head: To make people feel that the dead are rising and the end of the world is here. To remind the populace of the crazy things popular culture has said will keep you alive.
To present a possibility of people underestimating their foes.
Another interesting tidbit that comes to mind is the way it works in Romero and The walking dead. An airborne virus infects billions of victums and lays dormant in the brain untill a mass death of cells ocur. Then the virus reanimates the body. Because of the loss of cells the zombie is rendered slow and near-death. Some have explained rotting as a destruction of the immune system. This way NO quarentine is possible. What do you think?
