"A lot of bases allow the public to hunt on their land. You could probably get maps or at least a list of installations from your state DNR without anybody even thinking twice about you asking. The drawback to that is it probably won't include the bases/installations that don't allow hunting, but you'd be surprised where they let people with guns wander around. At the Blue Grass Army Depot you can get within sight of the bunkers where they store chemical weapons without a problem. "

It's a very simple concept:

Untrained soldiers go on conventional battle tactics, they get wholesale-slaughtered, leave all their goodies behind,

Then, paramilitary goons or regular citizens that know the operations/care of the goodies seize the base and put the goodies and their knowledge to good use..

....Even in that corny ZSG they mentioned how soldiers knew nothing about the zeds and that joe schmoes were able to almost magically fight them off for the most part.
