This is a very good idea, unfortunately, a good amount of ideas that you could cover are looked down upon being talked about in Boy Scouts.
Here are some ideas,
Target practice (if you are anywhere near a range. If you are allowed, have the boys stand up when shooting, chances are they will only be using 22s anyway).

First aid (a must for almost any Boy Scout outing), and maybe some higher first aid if you have some older boys who know the basics really well.

The fort idea is really good, just remember to tell them not to get to attached to their fort, it is probably going to end up being torn down. You might also try this with rage zombies (have the boys be able to go at normal speeds instead of shambling along).
Zombie tag, a classic.
DaveBall's Idea about a hike is good as long as you can get the boys to stay in groups and no one gets lost, maybe have a good recon of the area with the boys (all of them) before starting the game.

Zombie trivia, test the boys knowledge of zombies! Give them question after question on zombies, see who has prepared enough to survive (do this at the end of the campout).

Various zombie foods (excuse some of the names, they might not be appropriate for Scouts, I am not sure what your standards are). Blood (dark grape juice), Intestines (Cannoli or some sort of pasta), half-made napalm (s'mores). I am sure you could come up with many more (or if you want a HUGE variety, just ask your boys to come up with zombie meal plans).

Have a zombie burning contest, have the boys form teams and then give them a wet paper bag to burn. fill the bag with some damp rope or something (after all, you wouldn't really be able to get a zed to burn just by putting it into a campfire, it would take a while).

Have them come up with a survival plan, go through the plans and give ideas to the boys (possibly work in the "Troop Mobilization plan?).
