A note on hospitals...

Infection will be found in police stations and hospitals within the first few hours, as well as other popular places. However, after the initial outbreak, they will wander away in search of food. There will be a few stragglers, no doubt, but might be a good place to find supplies. You can get the same stuff at surgical supply shops and pharmacies, but locations of these are problematic and most the time you won't have optional exits. Hospitals you have options and you'd have to locate the supply rooms. Some zombies might be trapped behind closed doors and certain floors might be overwhelmed due to hysteria. Yes, some ignorant infected people will go up instead of down. I think it's best to improvise or find it elsewhere, if you didn't secure it pre-outbreak. It's people like me that would need to venture into such unsafe places. 3  out of 3 found this valuable. Do you?

"Everyone" at Zed, The Outbreak, will see AUTHORITAH!!! and its structure, both physical and legally as a safe haven.

I find no flaw in your assessments of Zed being concentrated in those places where normal medical and lawful problems are concentrated.

The "drunk", that "guy passed out", "heart atttack", "assault", "murder!!!", various things that on first wave of Zed will appear to be a "Busy Normal Night" with Agencies and Services.

Only way our Privateers will enter a Hospital during the initial days of Zed would be to secure forgotten supplies, running out of something secured there we can freeboot...
There are NO plans for entry into confined spaces or buildings where Zed will be. Losses would not be manageable for the scant gains projected.

We have our materials decentralized, secured, and hopefully set to cover as wide and deep a disaster as can be cared for with staff we have on hand.

Medical training is given to all our denizens, advanced to those who desire, and further on up to those who will fill role of combat medics with our moving Teams.

Lots to prepare for, and not one bit of it will stand like we plan for when "Reality Gets Hit by Unkle Zed".

Hospitals tend to have LARGE WINDOWS with little, if any, attempts to re-inforce them. This is practically an invitation to skin jobs to come on in. (Police stations usually do not have this problem, or to a significantly lessened degree.)
Also, many people in hospitals are either inambulatory or have limited mobility; Same for police stations (handcuffs). Assuming the worst-case scenario, that the condition fully regenerates their bodies, this could result in a HUGE army forming right there.
That was the BAD news. Fortunately. The good news:
Firstly, hospitals and police stations will have highly valuable inventory. They could prove Godsends, from medical to militry/para-militry (weaps) to food (be sure to stay away from any meats you can’t instantly identify). Hospitals also tend to have ambulances (a HIGHLY effective transport option), which could be loaded up quickly with whatever you collect (you may have to siphon fuel from other vehicles to get it into service).
While the skin jobs will probably wander off after a few hours (maybe hanging around for a day or so), these sites, less the skin jobs trapped here or there, will have left.
Assessment: These would be good sites to scour for supplies, but probably NOT good sites to hold up in more than overnight.
