"He's going to the Cabelas in Reno, Nevada, and from there he and his team are gonna take a helicopter or trucks back to us at the Hornet..."
"We'll form a convoy and take the route I've printed to the USS Hornet, a heavily armored aircraft carrier..."
Are you serious? You think your going to steal a heavily armored aircraft carrier, in the event of a zombie attack? And where is your friend going to get a helicopter?
"Education: Children will be taught basic math and science, up to an 8th grade level, outside of class they will be taught how to kill infected, how to dismantle, clean, and re-assemble weapons, and anything else they need to be taught."
what??? where are you going to get the materials to teach children up to an 8th grade level. Who is going to teach them? i mean a zombie attack might last a while, but it wouldn't last as long as you think it would. You're acting as if this zombie outbreak would last hundreds of years.
"Government: A mix of Oligarchy and democracy..."
A new goverment? Once again, your plan is totally otherthought. A simple makeshift society would suffice, but a new goverment is just insane.
Your plan is way too overthought. I would suggest making a few adjustments such as; Instead of planning on stealing a USS aircraft carrier worth billions, why not steal a yacht and go to a small island? and instead of making an entire new country with a new goverment, why not just make a new society with some of the rules you were talking about? and as for education, you probably wont have too many kids in your new society anyways, and it probly wont last too long either, so i would suggest just teaching them the basics. Not math and science all the way up to an 8th grade level. I hope you make some of these adjustments before z-day should come.

To answer all of your questions here is a list of answers:
1. The USS hornet is a retired WW2 aircraft carrier turned museum. It is no longer used by the military and there is no security onboard but for one guy.
2. I don't know how he would get a copter, but he's a smart guy, he can figure something out. And we're talking commercial use helo, not military.
3. Education would be from math, science, & Language books taken from Borders, etc. It will educate them and also keep them out of he way of adults who need to get things done during the day. Also, we're talking children under the age of 14. After that they can choose to stop their Ed. I think we can all agree though it's better to be surrounded by educated ppl than idiots. And if the zombies are of an undead type, than they would last anywhere from 1-2 years. Although I believe the contrary, that they will be the 28 days later, "Rage" type.
4. Government provides stability, gives a firm foundation for the nuturing of a blooming society. And the gov. style I have chosen is the best sutied for a small colony lifestyle as evidenced by history.
5. I never said I was going to create a new country, the gov. is simply for my own colony. Everyone else can do whatever the hell they wan't.
6. I had updated my plans after I made this and had not changed it. We are heading to a small island, but we're still getting there using the AC. Kids need to be kept out of the way, although I agree that there probably won't be that many. But also, all the ppl I'm taking with me are my friends and family, not strangers, so I see no problems such as the ones you have clearly tried to point out.
