"Please explain then, mudroll"
Sure thing.
There are many things that are GIGANTIC what ifs so I shall list the top 5.
1. Sniper rifles, all purpose machine guns, assault rifles really? In Canada you are NOT I repeat NOOOOT finding any of these left behind. I'm not sure with gun laws, but I'm pretty sure all automatic and most semi-automatics are illegal. Then comes where you're getting them from. You are raiding an armory unarmed..... Suicide mission anyone?

2. You plan to defend an area in the middle of a freaking city. With no weapons at first. Once again suicide mission anyone? Your whole plan of digging in revolves around the fact that you will be able to recruit around 100+ people and manage them efficiently and have no problems whatsover. Not happening.

3. Your plan for power revolves around some random people being able to whip up some sort of hydroelectric generator from spare parts with no experience whatsover. Unless they are a mechanical deity this is once again not happening. And have fun modifying the cars.

4. The whole food plan will equate to fail. You are thinking that growing grops involves throwing down some seeds, watering it and waiting. Once again it does not work like that. You will need to manage them properly and people with the knowledge to do so. Raising cows is also not very easy. They take quite a bit of space and lots of grain to feed.

5. How are you going to manage to fight off a couple of thousand zombies with 100 people. (If you even get them)
I could go on but I think you get the point.

*facepalm* did you not read that I intend these things to take YEARS? And besides, it's a town( >10,000 people). Also, I have sufficient mechanical expertise to whip up a small electrical genny in a few hours time. From there, all it takes is scaling. Also, I detail that at first, we are to be armed primarily with melee weapons with some firearms. The armory...well, maybe a shot in the dark, but, then again, the only major military group outside of Cadets in the area are the artillery. Chances are, the local armouries will be deserted.
And besides, a lot of the worlds greatest military victories relied on "ifs"

High schools are nightmares to hold off read the below link to learn all you will ever need to know about heading to schools. Could you even gather the initial 20-30 "men" needed to fortify and hold your position?
http://www.zombiesurvivalwiki.com/page/School+Will+Kill+You

You plan on scaving post Z-day? You will not find much of anything please read http://www.zombiesurvivalwiki.com/page/The+Panic for reference on what to expect on Z-day and what to not expect to be on shelves.

Even if you miraculously made it to another town after SHTF, and the armory happened to be unlocked, stocked and nobody was guarding it.
Would you have enough ammo and training to use the weapons in the armory efficiently?

You want to plan corn and beans, can they be done in your area of operations or will you have to move out for the crops to grow. Remember to rotate your crops too unless your really into nutrient depletion hitting you when your really on counting your crop to grow. Even then corn isn't the best crop to grow it is very labor intestine and presents a nice blind area for people to sneak up on your position. And unless you've wrangled, herded and cared for cattle before don't expect it to be any where near easy.

Your plan should ultimately come down to ensure your survival not the other 99 people.

Alas, how many will die before they consume their supplies? A good number, one can assume. So the supplies are displaced? It just takes longer to find 'em.

Never assume anything, it just make an ass out of you and me. And you want to clear out every single building in order to find a bent can of spaghetti O's, along with dead, decaying, diseased corpses, zeds, and the occasionally armed, paranoid survivor who your trying to take supplies from?

Go right ahead and try it remember your not just getting food for one person, your trying to feed 20-30 guys that is about roughly 20-30 lbs of food and 20-30 gallons of water per day going down the drain.

Even then how many food stores around there that carry food that won't spoil?

Yes, that river of yours is over 2000 ft, one way, have fun carrying all of that water you will be needing back and forth, without zeds trying to get a go at you.

And you said you have three stores correct? Around how many people live in this town of yours?

I'm going to chime in and say that you do have some good plans. You just need to expand on them greatly. Figure out a feasible way to get water to your area from the river. Such as a smaller fire truck. Down south of you in Kansas we have specialized fire trucks that are just pickups with giant drums on the back full of water. I'm sure you can figure something out there.

As for the high school. It will be VERY difficult to clear out and you will need A LOT of people. I do agree with Vagabond Vance somewhat on the high school issue. But I will say that part of my plan is to hold up in one of the schools in my small town which has less than 3000 people and ONLY if I have the people and resources. I don't plan on going there for food. Just for a fortification to set about clearing the town. Heavy desks can blockade doors and windowns, classroom doors can be shut and locked and we have fire doors in the hallways that can be shut and locked to also keep Zack out.

"Fewer than 10,000"
And these stores that are close by are supermarkets then?

Supermarkets have about two days worth of supplies on their shelves if people are panic buying, the closer the zeds hit the quicker the buying, the more supplies move from store into people's homes. The more homes you will have to go through to get the can of spaghetti O's you will need till your crop can grow. The greater the risk of running into hostiles, i.e. the higher risk of dying young becomes.

Once the supply lines break down, society as we know it will fall as well, it is best to stock up ahead of time and learn how to hunt and fish effectively, visit a farmer if you know one and learn from them.

And go easy on the corn and cows there are much easier crops and animals to raise, look into kale and chickens. They may not taste as good but they have a lot more nutritional value to them.
