A few problems: You don't control the place. You don't get to say who can and cannot be there.

Just because there are "water sites" doesn't mean they will run fine after Z day? Are they connected to the municipal grid? Do they rely on mains power? you need to research.

You don't control the guns and ammo.

You won't be the person who gets to decide the leadership, let alone set up a new government. Fairly certain you need to adhere to the old one until told otherwise.

A military base is crammed with soldiers. You are going to have a very lopsided social structure.

Life is not an RPG. You can't pigeonhole people into one "class" and have them just doing that job. Do you find this valuable?
