Firstly, I would have the council name the town and create a flag. This would give the people something to fight for/rally around (may help calm the unrest) and give them an identifying symbol (the flag). I would name the city, New New York or something similar.

Next, I would accept the Raven's Peaks' offer to clear out the raiders. After this I would accept the Bayside's offer (clearing the mall in exchange for food). Rather than sending my own militia to clear out the zombies, I would offer the Raven Peaks more ammunition to do the job.

To appease the Union/end the strike, I would increase wages by 1-2 tokens/day for all workers and impose rules on working conditions (limit work hours per week, attempt to make the work safer, etc.). To accommodate the increased wages I would take a 3 token per day pay cut and encourage the other Councillors to do the same.

I would also improve the training of the militia to be better suited to fight raiders and issue them uniforms 3 ten man squads, each led by a sergeant (appointed from the squad).

Then, I would send 10 militiamen and 10 manufacturers to the farm. The manufacturers build a wall while protected by the militiamen.

Another 10 militiamen would be sent to clear the road to Ravens Peaks, allowing for increased trade. The other 10 militiamen would be left to defend the city and act as reserves.

The police and their deputies would be ordered to focus on catching/getting rid of the cartel with limited assistance from the 10 militiamen that were ordered to remain in the city (keeping the city constantly guarded is more important).

20 workers would be ordered to focus on maintaining the wall and building new defenses. The rest of the workers would be left to the basic tasks (cleaning toilets, cleaning streets, etc.).

Finally, I would send representatives to Raven Peaks, Bayside Springs, and the New Dawn Federation...

... to organize a conference/meeting with all the leaders. The goal of this would to create agreements on trade (control the prices of goods and stabilize trade/the market) and on working together towards removing zombies and rebuilding civilization. A primary goal would be to prevent conflicts between the towns/cities/colonies. 1  out of 1 found this valuable. Do you?

Alright, just one question.

At the minute it is taking 30 militia men to hold the city in the event of raider strikes.

You have reduced it to 10 by putting 20 on other duties.

How are you planning on plugging this gap? Extra training for the 10 that defend the city? Hire more militia? How will you afford to hire more? More pay cuts to the council?

If you keep cutting council pay you may lose the favour of the other councillors.

I'd personally question why they'd need twenty /soldiers/ for use in other tasks.

The most logical solution seems to be, request that some of the twenty men are transferred back. Then, put out an incentive for a temporary militia service / whatever work the other militiamen got assigned to. A short term pay bonus or whatnot. Then train them on the job, since peacetime tasks aren't going to be quite as life or death as your military.
