This may change once I give it more thought, but here's my first basic idea.

The Militia:
I agree completely with SGTGerman on this.

"The Militia plays a vital part in my society. It is already capable of taking on zeds, but with my training it will be able to take on raiders far better with effective infantry tactics. A uniform will also be introduced, even if it is an arm band with "Miltia" on it. Foot drill, a national anthem and other typical army features will be included.

It will also be compulsory. This is not ideal in my society . . . but due to limited numbers there will be conscription."

Council: Keep it as it is for now.

Police: Seems fine as it is for now, but they need an insignia of some sort such as a badge. . .

Economy: I'd like to change a few things here. I wish to:

1. Privatize Finance. A free market rather than a central bank will enourage aggressive policies and hard work, hopefully expanding our finance and allowing more freedom for the people.

2. Militarize Education. Add a mandatory ROTC-like class to the education system and make students graduating whatever the standard final education form is to go through basic militia training but not force them to actively serve.

3. Eliminate Unemployment. Those not practicing any sort of trade will be conscripted into the military occupationally.

4. Alter the Duties of the Police Force. I want to license commandeering; if I'm funding it, I want to able to take control in emergencies. Also, I want to instate the police force as Reserve Militia and supply them with shotguns.

5. Control the Clothing Industry. I want this to be operated by the Council, for the most part. That way I can have them create uniforms, flags, etc. as needed, among other purposes which will be discussed later. . .

Armory: There are minor changes I'd like to make here.

1. Mandatorize Weapon Resistration. All weapons should be registered, no exceptions.

2. Set Aside a Stock for the Farmers. The farmers shall be afforded a precisely budgeted amount of aid from the Council every three months. This will be elaborated on later.

Issues, Part One:

1. If I was a close ally of the violently overthrown, I have to work cautiously. I won't attempt to contact them again until things settle down and I can get a clear impression of their intentions.

2. Well, Raven Point is a valuable ally, and I need help with raiders, but their request would be very taxing to my ammunition supply. . .

3. Well, my militia is skilled in fighting zombies, but we are only thiry; there are 500 zombies. Even with my military growth plan, we'll need something more. I would like to haggle over the percentage a bit. I use militia strength on this and ammunition on number four, so I need to negociate and see which one is more advantageous.

4. At first, I was tempted to slaughter them, but that would just anger others to rise to their cause. I'll keep military action in my back pocket. I can't just wait for it to fizzle out, though, so I'll handle it politely but firmly with reasonable negotiations. I will call for them to elect a representative to negotiate and bring their demands clearly before the Council so that we may come to a decision and demand that the camp be disbanded in the mean time.

5. My solutions in privatizing financial matters and offering a "Farmers' Defensive Aid Project" should help to discourage the strikers, but this is an urgent matter and deserves my attention. I need to make alliances, and I can't appear to look weak, also I need these industries. I will offer their ideas recognization and give them due representation (one elected official in the Council); I am still guaranteed 5 votes, including my own, so even with 8 members, the majority will sitll land with me on most things. I will also deliver a compelling speech to the strikers.

6. I will have to offer a counter-arrangement to Raven Peak, but first I need information on our current deal. . . I'll come back to this later.

Cartel: Find and kill the Cartel.

I'm wondering how long this will take and what other allies this drug lord will have. It's won't be easy stopping is organisation by just killing him. You'd probs have to wipe out the gang and destroy his stock of drugs for this operation to be effective...
